The Director of the Office of Emergency Services (OES) is responsible for the coordination of the state's emergency response activities during all four phases of a disaster: preparedness, mitigation, response, and recovery.
Local preparedness plans and the federal disaster response programs are integrated into the State Emergency Plan.
The provisions of the Farr Economic Disaster Act are triggered when the estimated damage of the disaster exceeds $3 million or upon the order of the Governor. Specifically, the Farr Economic Disaster Act requires state agencies to establish appropriate economic recovery task forces or emergency teams comprised of federal, state, local governments, nonprofit, and private sector participants to develop integrated public and privatively supported strategies to address long term economic dislocation.
