The CA Pollution Control Financing Authority provides taxable and tax exempt bond financing to California businesses for the acquisition, construction, or installation of qualified pollution control, waste disposal, and waste recovery facilities, and the acquisition and installation of new equipment.

The Small Business Assistance Fund (SBAF) helps pay the costs of issuance on behalf of small businesses. The SBAF may be used to pay for costs such as letter of credit fees, transaction fees, and other costs associated with bond issuance. The assistance reduces the net cost of financing to small businesses.

The types of projects which may qualify for tax exempt pollution control bond financing include:

  • Curbside collection facilities;
  • Recycling, composting, and materials recovery facilities;
  • Transfer stations and landfills;
  • Waste-to-energy projects;
  • Qualified solid waste and hazardous waste disposal facilities; and,
  • Waste recovery facilities.
