California Capital Access Program

Administered by the California Pollution Control Financing Authority, the California Capital Access Program (CalCAP) encourges banks and other financial institutions to make loans to small businesses that fall just outside of most banks conventional underwriting standards.  CalCAP is a loan loss reserve funded by premiums contributed by the borrower, the lender, and the State of California.
